ARBITER of assembly, who governeth the meeting of the four estates of the land. He appeareth where they are gathered in their ranks: the pale dunes lying low and bare and bright, the gilded scrub and trees burning amber before them, the dark forested mountains rising behind, and the white Golden Fleece massed along their shoulders. His office is to hold the four together in a single view, that each may be known by the company of the others: the living gold against the dead pale sand, the low against the high, the stone against the cloud. He is strongest where the estates touch and divide, at the line where the gilded grass gives way to the bare dune and the dune gives way to the mountain.
